Why did Shirley have to die?

In last Saturdays Code Ge, Lulu finds Shirley shot and she finally confesses that she loves him. Then dies ;( Why did that guy have to freeze time and kill her? I thought he was on Lulu's side anyways.... can someone fill me in?
