Whats taking so long with my pi claim?

last sept my girlfriend was involved in an auto accident with an uninsured driver..her insurance policy covered up to $25,000 for bodily injury in an uninsured driver accident..the other driver was 100% responsible for the accident because they ran a stop sign causing my gf to total her car.she wasnt taken to the hospital in an ambulance but she went to the e.r. within a 2 hours because of back and neck pain, she also told the officer on the scene her neck/back hurt.she was in the e.r. for 8 hours and her bill came out to $12,000 because of the ct scan and mri and the pain shots and stuff, well she ended up having 4 pinched nerves diagnosed by a chiropractor because she had pain and stiffness for weeks after the accident, she went through physical therapy and completed it about 2 1/2 months later...we sent a demand to the insurance company demanding the policy limit of $25,000 for her total med expenses of $15,000 + $10,000 pain and suffering.....her insurance company said they had to
