yes, he is a freshman, and inexperienced at flirting (hence throwing stuff at you). he is clearly interested in you, but probably either too shy or too inexperienced to know what to do next. my advice is to initiate more conversations or hanging out with him, because he hasn't taken the first step. if you like him (which it seems you might) then you should go out there and start stuff instead of waiting around
